CONSTITUTION
 
   

ARTICLE II

II. 1a The officers of the Minority Student Association shall include the President, the Vice President, the Treasurer, the Director(s) of Social Affairs, the Secretary, the Parliamentarian, and the Historian in order of succession.

II. 1b The officers shall, ex officio, serve as! members of the Executive Committee.

II. 2a The President shall be the chief executive among the officers of the Association, and shall be responsible for the coordination of officers and committees to implement the goals and programs of the organization.

II. 2b The President shall have the power to call a formal meeting of the Association in accordance with the specifications prescribed in this Constitution and the Bylaws, and shall preside as chairperson at those meetings.

II. 2c The President shall serve as the official spokesperson of the Minority Student Association, and shall be responsible for accurately assessing the sentiments and aspirations of the group as a whole.

II. 2d The President shall submit proposals for programs to be implemented during the academic year to the membership no later than the first formal meeting of the school year. The proposals shall be voted on, and amended as necessary, by the second formal meeting of the school! ! ! ! year to firmly establish the goals of the Association for that year. Goals, having been approved by the membership, shall only be repealed by a vote of the membership requested by the President.

II. 2e The President, upon the approval of the membership, shall have the power to appoint members of committees (done in cooperation with the MSA elected chair).

II. 2f The power to remove members of committees shall be vested in the President, upon approval of the membership.

II. 2g The President shall be responsible for ensuring that communication with the minority organizations of Virginia Military Institute, Southern Seminary, Hollins College, Mary Baldwin College, Hampden Sydney College, Sweet Briar College, and Randolph Macon Women’s College is maintained throughout the year, and shall encourage activities with these organizations.

II. 2h The President shall prepare and present to the membership a quarterly report of all activities and disbursements for the past quarter, and shall appraise the membership of projections for the next quarter.

II. 3a The Vice President, in the absence of the President, shall serve as Acting Chairperson at formal meetings of the Minority Student Association.

II. 3b The Vice President shall serve, ex officio, as the chairperson of the Programming Committee.

II. 4a The Treasurer shall account for all disbursements of the funds of the Minority Student Association, and shall report all disbursements to the President.

II. 4b  The Treasurer shall obtain estimates of all projected disbursements, and shall report those estimates to the President.

II. 4c The Treasurer shall assist the President in preparing and presenting budget reports to the Executive Committee and the Office of Minority Affairs in a manner that satisfies the requirements established by school policy for student organizations.

II. 4d The Treasurer shall serve, ex officio, as the chairperson of the Finance Committee.

II. 5a The Director(s) of Social Affairs, which may be a co-chair position, shall be responsible for the overall planning, coordination, and implementation of all Association social functions. The Director(s) shall also work in cooperation with the Secretary and Public Relations Committee in the publicity of all social functions. 

II. 5b The Director(s) of Social Affairs shall serve, ex officio, as the chair(s) of the Social Committee.

II. 6a The Secretary shall prepare and distribute the minutes of all formal meetings of the Minority Student Association.

II. 6b The Secretary shall notify the membership of any major topics to be voted upon at a formal meeting of the Association. These major topics shall include amendments to the Constitution and Bylaws, nomination and election of officers, disbursements over $200 dollars, and the nomination and election of Homecoming Queen candidates.

II. 6c The Secretary shall be responsible for announcing meetings of the Association, and encouraging attendance at all Association functions. The Secretary shall also maintain a current bulletin board in the Chavis House to inform members of upcoming events which might be of interest to the membership.

II. 6d The Secretary shall serve, ex officio, as the chairperson of the Public Relations Committee.

II. 7a The Parliamentarian shall be responsible for the security of all official functions of the Minority Student Association. This responsibility shall include the checking of identification and the obtaining of appropriate legal permits when required.

II. 7b The Parliamentarian shall, at all formal meetings, ensure that all procedures prescribed in the Constitution and the Bylaws are dutifully followed and that order is maintained.

II. 8 The Historian shall be responsible for maintaining all archives and records for the organization, taking and organizing photos! ! ! ! at all organization events, overseeing all organization mailings in coordination with respective committees and their chairs, and supervising the cold test library.

II. 9 In the event of incapacity, resignation, or impeachment of any officer of the Minority Student Association, the President shall have the sole authority to fill vacated positions that occur during the academic year and may fill it by appointment or may seek nomination and subsequently call a special election. Vacancies that occur during the summer will be filled by voluntary succession followed by a special election to fill the abandoned seat.

II. 10a Any member in good standing having completed one term at Washington and Lee University as a member of the Association, and receiving the approval of a majority of the whole membership in a general election which subscribes to the requirements set forth in this Constitution and the Bylaws, is eligible to serve as an officer of the Minority Student! ! ! ! Association.

II. 10b Nominations for officers shall be accepted at the first formal meeting of spring term. Elections for officers of the Minority Student Association shall be scheduled at the second formal meeting in spring term.

II. 10c Special Elections shall be those elections which are needed to fill vacancies which might occur during the course of the year through incapacity, resignation, or  impeachment.  Nominations for such elections shall be accepted at the first formal meeting of the month following that vacancy. No less than one week shall have elapsed before the special elections shall be held.

II. 11a The membership of the Minority Student Association shall have the power to impeach any of its officers if that officer has abused power, sufficiently violated or neglected a constitutional policy, been convicted of a felony in a court of law, been convicted of a major violation of the policies for student conduct at this university, o! ! ! ! r has acted in a manner that publicly compromises and/or embarrasses the Minority Student Association. Impeachment shall require a preponderance of the evidence at a meeting chaired and arranged by the Parliamentarian, or a member unanimously elected by the membership (excluding the officers), and that person shall be addressed as the Judicial Chairperson. Impeachment shall require a two-thirds vote of the quorum present to convict, and shall require a roll call vote.

II. 11b Any member finding just cause to begin impeachment proceedings shall submit a petition with the signatures of five members of the Association to the membership at the first formal meeting of the month. The petition shall contain a summary of the charges brought against the accused officer. At that meeting, the membership shall be informed of a vote to consider impeachment proceedings at the next scheduled meeting of that month. The approval of a majority of the membership shall be required to begin impeachment proceedings. The Judicial Chairperson shall begin to schedule impeachment proceedings to begin no later than eight days after approval has been granted by the membership, and shall be responsible for informing all of the membership of the date and time of the proceedings.
